想请问老师：这道题为什选D because of 和due to 是考点吗？我的思路：make it a crime的是法律本身，但并不是法律通过这件事，所以making应该就近修饰法律，但题中，passed本身就是law的修饰，所以主语就是law，排除AB，C项的holding造成了run on 前半句还没说完，就说到了immigrants
making向前修饰名词law。DE应该怎么区分呢？
