请问Tina老师，B选项用这个with是对的吗？Ron的讲解说这里的with意思上好像是immigrants拥有law一样所以不对。但with除了表示伴随还可以表示原因等等很多种意思。如果用独立主格的形式：A law passed in 1993 that...,immigrants found that 是不是就是对的呢？而一般独立主格前面加上with也可以，比如：Time permitting,we can go to the park.写成With time permitting,we can go to the park.也是对的，那这里为什么就不可以了呢？谢谢老师
