最后剩下C，D两个选项徘徊，听了老师以前的音频，还是不太明白两点，第一点是：音频中C选项错误的地方是因为鸟儿是主语，所以不能推动政府，但是D选项的主语也是鸟儿。第二点是：C选项和D选项的一个差异点是时态。C选项是过去完成时态，是发生在过去的过去，可以这样理解么，“鸟儿在它弄下来之前被打败了”如果这样理解的话，这个时态不就没有错了么？

A：原因 PROMPTE，错（逻辑关系错误，）
B：原因 PROMPTE,错
C：AND前后语义表达的时间不一样 错
D：没特别不对的地方
E:AND前后语义时间不一样 错
其他：that reduce 和 to reduce 对比时，TO更好的表达的official devise the plan的目的，所以，to 比 that 更好（仅在此题中）
