留下BC是因为觉得和文章有关，比较BC后还很难判断但此时倾向于C，又读了遍原文觉得文章说失业率没有降低，政府又开设了免费的项目，然后师生比例也没有变化，所以自己就想免费的项目能吸引学生，学生人数上涨，师生比要不变化那老师也增多 故最后错选C。
