老师 这题我选的是D。我有两个问题。第一，我觉得D 的句意是state发出了一个propose 的动作，然后伴随着state的intend是确保什么什么东西，我觉得这个表达比用intended 修饰rules更好，老师能说服我一下为啥a比d好吗？（我听了其他讲解，有听到老师说把rules这个抽象名词拿出来再解释一下更好，但感觉这个说法不能说服我啊，因为把rules再说一遍感觉很重复啊，不知道还有其他角度区分A 和D吗？）第二，想问下老师，with做伴随状语的主语可以是前句中的谁？必须是前句主语吗？例如此题中，我知道可以是state，但是可以是rules吗，或者可以是主句整句吗？也就是说伴随整个政府propose这件事，intend是balabala。
