这道题我自己的理解是：因为人们在P担心青少年的高犯罪频率，所有政府想了一个办法就是让青少年晚上呆在家里。但是就算让青少年呆在家里，也没有办法解决这个事情。因为青少年犯罪事件出现在3:00pm-6:00pm. 【也就是说这个解决方法没有用，这个算不算是结论呢】
