这题犹豫在AE选项，首先是which和including的区别，就去看发起者，发起者应该是那个programs，所以就觉得E直接用including不好，A的which给我感觉发起者变了，不是那个countries了，但是后面and后面A多了个they，这个they指的是国家，发起者没变，很多余，E则没有，纠结了一下后我选的A然后就错了
