想请问一下，1，这道题的B里面intended是作为adj形式修饰steps吗？如果是动词就变成被动时态了好像不太对？2，我听前面tina老师说这个intend的发出者是steps不是人，可我觉得intend不是一种主观的人发出来的意图嘛？

请教Tina老师，这道题错选了C。BC犹豫了一下，排B的理由是在进行选项对比的时候，觉得propose这件事情与前面的postpone同等重要，应当给予主动词地位，而不是像B一样使其位于了postpone动词之下。关于网上说C的 intending从逻辑上来讲不能是前面的并列句发出，我的困惑是它难道不可以就只作and后面这个句子发出的动作吗？请老师解答，谢谢！
