哎，老师我最怕这类题，第一步抓的重点错了，就不大可能选出来正确答案了，我的思路是看到Both...and...并且选项之间有差异，根据一致性，立马排除了BCD,后来又根据saying的动作发出者是oil industry，而不是proposal,排除A,然后就没时间继续纠结E了。。我遇到很多错的题都是这样。语法题很难也说不上，但是正确率就是提不上来，每次模考必错不少。

听了录音 跟老师思路一样，留下AC，并且看出A的saying 表明主语是proposal ，没有改变；C的says 表明主语变了，不是proposal 了。但是我觉得say由proposal 做出也是可以的，proposal 认为变动会改善fuel supply 的问题。我觉得也很顺。。老师指教

我这道题的思路是这样子的，排除了BDE，留了A和C，因为觉得saying也是在修饰这个proposal,然后就选了A，觉得C里面的which指代不清楚啊，老师，帮忙讲讲吧，我觉得这个问题代表了很多人的疑问····谢谢老师。
