请英吉老师回答。本体在C和E中徘徊,最后错选了C。E我理解的是抬杠,题目中furthermore 说steam factory 建在地理条件允许建立wind和water factory 的地方,但是E中又说这些能建造wind 和water的地方数量不够?本来就数量不够,为什么还要建steam factory? 没明白E的逻辑
