这道题其实就是措施，目的题，我的思路就是措施实施后目的不太容易达到，首先要肯定措施能实施，但是措施和目的之间不存在必然关系，从中找削弱点，D选项就符合我上面这个逻辑，让所有的fossils送往学校或者博物馆，但是不能增加他们研究的数量，因为很多学校已经不研究这个了，我不知道我这个思路哪里有问题呢，我感觉我遇到很多题都是这么考虑的，在没看选项就大抵有个答案的方向了。但这道题是E，也就是在否定这个措施了，措施都能否定？照这个逻辑那背景也能否定咯？麻烦老师指出对于此类题我的思维漏洞
