@唐瑭老师，请问老师，这题错选了B。问题问这个建议的前提是什么？最后一句大概意思说：我们必须要减少使用，这就是为什么建议通过法令，要求所有城市部门采取节能措施。 B说没有城市部门自愿执行节电措施。我的思路是因为没有部门自愿去节能，所以要出台ordinance去require他们节能，算是有关的选项，然后错了。麻烦老师讲解~
