step1:这道题目我其实没有看懂逻辑关系，理解到的意思是：
前半句说应用了调查小组（并说了这个小组是个什么样的），后半句说政府告诉了公众一个关于核能的信息。
step2:我看到选项中差异是，using study groups的是 public还是government还是information。
我感觉只有government可以using...，所以选B
希望确认下找考点及做题思路是否正确，谢谢。
