因为grant的逻辑发起者未变，所以不用加it，排除了A和C。然后因为regulate的发起者应该是ordiance，是法令管理而不是被管理，所以选择了regulating，排除了B。剩下了D和E两个选项，觉得应该是法令要求cyclists，而不是法令被要求cyclists，就选了D。
做完后，回看错题的时候，发现做题过程中没有想到require of 和require to的区别，D和E选项是否可以直接用require sb to do选择E。

看完题，只知道XX怎么招了，后面狂并列。
AB一组，CDE一组
AB对比，前面一样，第三句，句意相同，但required of比 required 啰嗦，舍A，CDE相比，CD第三句较复杂（根据在句意相同的情况下，动词形式比其他所有形式都好），留E
BE相比，B选项regulated & required并列，E选项required 和granted 并列。这个我比较难判断，我觉得，首先不涉及背景知识，那么哪两个并列应该并不是关键，后来发现B选项两个并列之间的部分没有连词，所以选了E。
